When SIA188 was approaching the airspace of Chicago Center Area
Control, the controller instructed the flight crew to change radio frequency
for the next section on 132.1. The first officer acknowledged the frequency
change and read back the correct frequency. However, the flight crew did
not contact ATC on the new frequency. Because the controllers in the
receiving units were preparing for a shift change, they didn't know that
flight 188 did not establish radio contact, 30 minutes later, the controller at
the next sector identified SIA188 on the radar. Although they attempted to
establish contact with the airplane by calling the company dispatcher, they
got no response from the pilots. The controller finally regained contact with
SIA188 on the emergency frequency 50 minutes later.
